You could mow lawns for people around your neighborhood. For me , a lot of people took up my offers and I was pretty busy, but they paid about $50 every time.

When you are 14, get a work permision thing from your school counsiler, then work at a localy owned restraunt as bus-boy or waiter, most likley bus boy since a lot of mothers are waiters. If you can't do that, work at McDonalds if you can. IDK their age requirment. Or subway, arbys, wendys, etc...
