Use Windows 8.1. There is no real reason not to. It's basically just a faster version of Windows 7. You can set it to boot right to desktop and by using classic shell you can get a win 7 start menu.
As for the build, this will meet your needs. Can you post the specific model of the elgato that you have?

I have a budget of $800.I will be using it for gaming editing and recording with an elgato. Parts include a cpu, cpu cooler, motherboard, memory, storage, video card, case, power supply, optical drive, and windows 8.

Don't use windows 8/win8.1? what... ok first thing windows 7 is going to be no long supported i even think they stop it already. Whats wrong with windows? is it the metro ui? you don't have to use those. also the boot time for windows 8 is way faster.

I meant Windows 8 Not 8.1, I have 8.1 on my school laptop & my Razer Blade laptop, also in the future their still will be heaps of windows 7, yes you probably cant buy them in the store but Online, Ebay, Amazon That sort of thing you know.

Yeah, it will! Just like Windows 95/ME/2000/XP/Vista!

The OS is old, it came out in 2009. Hardware from that time is already aging majorly today. It's time to upgrade to a much better OS, and that's a fact in every way.

It will run minecraft, but you can do much much better for what you're spending. (you WON'T need 16 GB of RAM.
