Thats just weird... you sure the general chat bans aren't ip ones? Wait... what if one of his brothers accounts got banned from the forums?

Try logging out of PMC and in again.
Fixes a lot of problems.

Moderators can't IP ban users from Chat, only Cyprezz has that power. And he wouldn't have reacted quick enough to IP ban you from chat.
If your brother was banned from chat on his account, then your account shouldn't be even touched by the ban.

After looking through the chat ban list, your name is no where to be found.

I don't share my account... I logged out, and he created a new one now my IP is banned...

Can't you just ban his user if I get it for you instead of my IP?

Unfortunately, there isn't a logging system that states the reasons a moderator had banned you.
Fortunately, if it wasn't anything horrible, you shouldn't be banned for long.
But... that depends on why you were banned in the first place.

In chat, you are banned by user names.
