False. Mega Rayquaza. A base-780 Mega Evolution that can hold any item it wants, can use a Flying-type Close Combat, in addition to Dragon Dance, Swords Dance, ExtremeSpeed, Outrage, Draco Meteor, V-Create, Earthquake, etc., and only has 3 weaknesses, none of them 4x.
Arceus has never been the strongest Pokemon, even when it was first created. Until Mega Rayquaza was created, Mewtwo back in RBY was the only thing to create a tier for itself, and has therefore been stronger. However, due to the fact that there is a much higher amount of Pokemon, and Mega Rayquaza is still capable of creating its own tier, it's the strongest. Sure, it has checks, but counters? Never.
I can understand from an anime/lore perspective but they say the apprentice always grows stronger than the master, do they not?
And lolno on the Dragonite, Stealth Rocks say hi to that sweet sweet Multiscale
