Simple. Just go and apply at the VMC Thread (here: virtual-minecon-apply-now-t152014-1164.html) After that, if your app gets accepted, the IP will be given to you on the day of the event. I would know, I work for 'em
EDIT: Also, VMC will be taking place a couple days before IRL Minecon, the exact date. I do not know.
