Will there be a MCedit/worldedit for Minecraft 1.13?

Minecraft version 1.13 added new features and blocks.
But no version of MCedit can be used for 1.13, and there currently is no forge 1.13 meaning no worldedit 1.13.
I’m working on a Lower Manhattan 1:1 scale in Minecraft and would like to use the new blocks from 1.13 and still use MCedit or worldedit (which makes building faster). I want to know if there will be a MCedit and worldedit for Minecraft 1.13, and if there will be, just when will there be a working version so I won’t have to stay on Minecraft 1.12.2 forever (a very long time).

Worldedit is already available but they are dev builds. I use them. Still waiting forMCedit.

Yes, I've been facing the same problem, I really hope that there will be worldedit in 1.13. Currently I do all world editing in 1.12, and once I do that, I manually put on the finishing touches in 1.13. Its reasonably effective.

There is no forge mod although there is a Spigot/CraftBukkit plugin you could use if you wanted to host a local server on your computer (without the port forwarding) and when you are done, downloading the world.dat and putting that into a new save. Other than that I don't know.

1.13 did a lot more than add features and blocks. 1.13's changes to the base code and API meant that most mods required a total overhaul of their code which is why you aren't seeing forge update for it and many mods depend on forge to hook into the game. With 1.14 well on its way, and given the scope of 1.13's changes, I wouldn't be surprised if they skip over 1.13 and adapt the mods for 1.14 since it has taken so long to produce working versions. If you absolutely can't wait WorldEdit IS available for 1.13.2 as a plugin so if you were to build yourself a spigot server on your home machine you could install and start using a beta release of WE right now.
