There's folder options for behavior packs, development, sub texture packs for individual worlds, etc. I have no idea what I'm doing

You'd have to create a resource pack to retexture something. You'd then put the resource pack in the resource packs folder of the world you want it on(in minecraftWorlds)

It's more complex than that. You have to have it in a specific format, with a manifest and a uuid. minecraft.gamepedia.com/addon has the vanilla resource pack, which has all needed things. You'd need to change the uuids in the manifest(use a uuid generator like https://www.uuidgenerator.net/), and I'd suggest deleting all files except the ones you're using to keep the size down
