Ip adress allready used?

Ok when i try starting my server on my routers ip adress also this here: 62.16.211.239
it says cannot start server on that ip address perhaps another server is allreay running on that ip adress? Help please i wanna set up a server for me and my friends!

This is a guide to setting up port forwarding.
Port forwarding is used to forward the default minecraft port (25565)
(or any other port that you specify in the server.properties file) to your ip
and server.
Setup that, then i recommend making a free no-ip address:
http://no-ip.org
This will allow you to make a custom ip you can give to your friends.
