Advertising ideas or tips?

Hello, I'm posting on behalf of UMC (Faction PVP) a once successful server with 50+ players daily now sporting eight daily.
We've had issues, hack threats, and of course screw ups, but we're still moving forward.
We've just finished a large update and hopefully we'll see the numbers rise again.
I'd like to know if there's anyone out there who's good at advertising & would possible like to help us out.
I'm also looking for any tips/ideas for getting more people onto the server, and just general insight & info about how long it normally takes, what effects the amount of people on your server etc.
