In BungeeChord, are both a hub and a proxy server needed?

Yes, you would need a proxy server (to direct the players to a server) and a hub server (or any type of server, hub is suggested). If you're doing a BungeeCord server I suggest using 4+ servers (Proxy, Hub, Gamemode 1, Gamemode 2) If you use 3 then its kinda pointless, 2 its really pointless, and 1 doesn't work.
