Can't get optifine to work on windows 10

Okay so I got a new laptop, got java, the right java I think, got optifine but the optifine launcher wont appear. At first it wouldn't let me open it as a java fine, now it does for some reason, but it wont open the lancher.

I don't even know what to do.

Okay so I found another topic that was similar and the guy was told to do this.

DeJayThis might be over complicating it but follow these instructions:
I will be assuming you are using Windows.
1. Put OptiFine into it's own folder.
2. Open your command prompt (this is usually done by pressing the windows key and R and typing "cmd" into the box without quotes)
3. Type cd then the location of OptiFine
Example: cd C:\Users\DeJay\Desktop\Example
4. Proceed to type:
java -jar OptiFine_1.9.0_HD_U_B1.jar (or exactly whatever the jar is named, please do not forget .jar to the end)

Note: These directions were done from the top of my head, there might be an error with one of these commands)


So I tried it and got this.



Idk if I did it right.

Also sorry for posting so much I just thought I'd tell you whats happening D: .

I just tried reinstalling minecraft and nothing .

I have tried re-installing java and my drivers are up to date but it still won't work .

So when I try to run the optifine installer a big random black bow appears, dissapears, and nothing happens.

I have a feeling its to do with java but I honestly don't know.
