Having trouble with server permissions

So, we made my server public recently and as people are joining, GroupManager permissions aren't working. We made a new world using Multiworld and the permissions don't work in the new world. They work in the original one just fine. But Default and Builder that we know of can't interact with buttons, objects, books, anything. I've been looking around and I don't see anyone with the same issue I'm having, or how to fix it. I've tried everything I can think of to get it to work but I've already broken all my other plugins once. I don't want to switch GroupManager because it's what I've always used and I know how to generally use it, and I've never had this issue before.
