Help with picking a host

My friend currently runs a server and we want to host it so I can easily install plugins and manage the server. We don't know what is the best for a growing server. We would like a 4-6 gb server and it must have limited lag for the east coast. Please help

Budget matters, same on quality. Cheaper the host, the worst it will be. I love volt-host but it is a good host provider, so its not as cheap as like blackout. But blackout is horrible, same with beastnode and alot of the popular choices.
