So, I want to make the Experience Orb entity colored blue, kinda like this:
But however I edit the file, the orb flashes some shade of yellow to green.
How do I fix this without using mods or datapacks?

Oh yeah also how do I change the color of the Experience Bar number and Enchanting Table's cost?
The experience bar has an "empty" texture and a "full" texture as part of the GUI texture sheet. As you gain XP, more of the "full" bar is drawn instead of the "empty" bar.
As for enchant XP costs, you can change the icons but can't actually change the level requirements or levels taken.

Pretty sure they just use the vanilla font settings with a hardcoded color, and changing the font here would change it everywhere
