How do i add a permanent particle trail behind a certain player?

In 1.14.4 is there any way i can add a permanent particle trail behind certain players? What command (or datapack, or plugin) can I use for that? I cant use mods, but plugins/datapacks/commands I can do.

Hes obviously using his own custom made plugin, but if you want to do this in vanilla, you need to use area effect clouds.
So you summon area effect clouds on the ground you're on every half a second (for example), and then after something like 1 min, the area effect clouds are killed off.
