I can't run Oceanos Shaders at max?

So i have a darn good build right?
AMD Ryzen 5 2600-six-core CPU
24GB RAM VENGEANCE LPX-3000MHz
B350M-Bazooka MO
AND an RTX 2080 founders edition 8GB GPU
YET i still cant run these shaders, they run at around 5-10fps????????
medium to high is around 40-100 FPS heavily dependent on where im looking

do you use 32bit java or 64bit java?

You have a really good build. Just check that minecraft has enough RAM dedicated.
