Make it rain with command blocks or make it rain more often?

is there a way to make it so the server rains/snows more often or is there a command block command i can use to make it rain/snow every like hour or so?

type in command block / weather rain, and connect it to the mechanism that will always execute the command
I would suggest a hopper clock. If you do decide to go with a hopper clock, you would need to put in 4 stacks + 45 items (301 total).
Assuming you want every real-time hour, make a fake player and add ticks until it reaches an hours worth.
Then change weather and set back fake players score to 0 and let it restart

You can make rain for more time with the command /weather rain 10000000000000000
Note the mc syntax can only accept up to 2,147,483,647
Just set up a long timer with the command /weather or /toggledownfall
