I need a lot of help. I tried every possible way. So earlier today, my server was perfectly fine, until I stopped the server and then things get weird. I was going to start up the server, then the server was running perfectly fine. Then it said, Can't Connect to server. Then I refreshed, and then it Kept saying Can't Connect to server. Then I tried to join it and then this message pop up...
"Failed to connect to the server" And then the error message was "java.net.ConnectException: Connection Refused: No further information:" I need help, if anyone has a solution to this problem, please tell me as soon as possible! Thanks for reading.

Ahh okay, My Server verison Is 1.10.2, and my operating system is Windows 10. Thx for the help.
Hello this could be 2 problems you're having, for me to better help you please reply with the version and operating system you are using, and or with you're using shared hosting.
Here's something might help such as uninstalling java and then installing the latest version of java which is java 8.
Here's the command to install Java 8 for CentOS
yum install -y java-1.8.0-openjdk
This could also be a port error which you have not correctly setup or a firewall problem.
