"Sandstorm" Plugin Requests

This topic is about the request i have for a plugin. I can't seem to find this plugin anywhere, and I think it'd be great for RPG and PvP servers.
This is my basic idea for a "Sandstorm" plugin. It wouldn't be very hard to code, all it would really do is make it so that whenever you're in a desert biome, and down-fall (stormyness) is on for the world currently, it would give you the Blind buff. Thus simulating a sandstorm.
Some other nice features would be permissions, (ie: ops don't see sandstorms) and if the blind effect could be sand colored, instead of black, that'd be great.
Hopefully you guys agree with me that this would be a good plugin to have. If anyone finds a plugin like this, or codes a plugin like this, please post it back here ASAP.

What about sounds? "Im in a sandstorm, cant see and I can hear perfectly! " Kinda off. But I know a couple guys who are plugin dev's. I'll see if they are interested.
Despite that you would need a custom texture pack, isn't that the point of a Roleplay server? Most Roleplay servers require a custom texture pack, so if you could get someone to make you this plugin, and then create a custom texture pack for the server, with this plugin supported, you would most definitely have a great thing going.
*cough* cant really do the sand thing without a texturepack/mod. Sorry.
