Server - Obtaining an Exp Bottle Spawner

I've seen this done, and know multiple servers with them so I do know it's do-able.
I've tried vanilla commands, Essentials, and SilkSpawners with the closest I'm able to get being Exp Orb Spawners.
If anyone knows either a plugin, or method to obtaining an Exp Bottle Spawner for usage ~ I would appreciate it.

well, with a vanilla command I could make it working...
try this:
tested with 21w07a~
