What do you guys use to create texturepacks?

I want to create texture packs but i don't really know anything good to create them on other than nova skin but its like 6 versions behind.

Rip the base pack from your own minecraft folder with 7-zip. For editing I use mostly paintDOTnet but also sometimes Aseprite (which is paid).
