If I want to add a picture to my profile page, it asks for a link. Why can't I just upload from my computer? How does this work?

Simply because PMC deves don't want their servers being additionally overflowed with user images, which is not used in submission space. At least that's what I think.

well if you do that, it will give you the user file, and we are not the user so we can not see it.
go here imgur.com/upload
upload the image
wait until it says "upload complete"
now refresh the page and drag the image to a new tab
copy the link.
