Level 27 and still don't know how to properly mention another user

So you know how on like news things when they mention a user it has a link to their profile and has an earth icon before it? How do you do that? Is there a specific way or do you just manually link it? If that's the case then how does the earth icon show up?

Oh ok apparently it's because I'm trying it on mobile. For some reason it doesn't work even with desktop mode turned on. Thx
