i just do not know how to add fluff.png from minecraft infdev to the clouds, so can anyone know how to do it?

You can simply put it on top of the clouds texture in tilled form, than remove the areas that are supposed to be transparent.

there's probably a way to do it with shaders, but it'd be easier to just upscale clouds.png and overlay fluff.png on top of it in an image editor.
i don't remember off the top of my head if upscaling the texture messes with the scale of clouds in-game, but it probably doesn't.

idk, but oakar seems to have a texture you can use
