Yup, pretty much. It's a url shortener that gets you a tiny, tiny bit of money for annoying people who want to download your stuff with ads. You have to be lvl 20 to use it presumably to discourage people from spamming lots and lots of low-effort ad-flied submissions just to make some profit.
