Help Regarding NPC conversations in Vanilla Multiplayer

Hello everyone!
I am posting this because I am trying to figure out if it is possible to create a multiplayer NPC conversation system in vanilla minecraft with command blocks. One thing I am struggling with is making it area specific (so another player doesn't hear the conversation 1000 blocks away). I want to be able to use this for quests and shops and look realistic.
