How do I make a good 32x Texture Pack?

I want to make a good 32x texture pack but i dont have any good programs to make it, if you could please give me some (free)program suggestions I would be very thankful!
P.S I already have Paint.net and that isn't working out for me.

I use Pixelmator, which is very similar to Photoshop, but is Mac only. I hear GIMP works good as well.
