How do you add potion effects to armor?

While I was on a Walls PvP server, I noticed that I gained some armor from the center and under the name it said in blue: +20% speed and then on another it said: + 20% max health. Is there a way I can do this on singleplayer? If any of you have a idea please say so, and if it works, well Thanks!

You can also do that with tools. Although I think it may be with mc edit or NBTedit

Yeah, there's a MCEdit filter for it, look it up on Google.

Thats a Bukkit plugin/Mod of the server. Its not possible without Bukkit/Mods. Or at least i'm not sure it is.
