Here's a Player Rug mod but it's only for 1.7.10. I think it needs to be updated.

Anyway, looked into it in the mean time and also found some mods. No, you won't be able to pull this off with a datapack. Don't forget that a datapack is only a collection of vanilla aspects, but more automated. Functions can do a lot but they're still limited to (vanilla) in-game commands. And while you can add player heads into the game by applying a bit of variation you don't have any options of accessing any skin properties.
