Opening chest with a block on top

Hi,

I just wanted to know is there a way where you can open chest that has a block on top of the chest? Without griefing?

Please answer.

If it's not a full block (I.e: transparent blocks [such as glass, tnt, and glowstone], stairs, slabs, flowerpots, etc..) you'll be able to open the chest. If it's a full block, the only way you'll be able to open it is if you're an OP on the server.
