is /r/softwareswap a.k.a "softwareswap" where you can buy codes for windows operating systems illegal?

Yes, 85% of them are legal. But you can easily find that 15% that are not legal. They don't have any sells, or anything.
Majority of them get their keys from Microsofts subscription, which gives them free keys (A yearly subscription costs ~500 dollars I think?).
A good amount get them from surpluses, like college surplus (Where they give them out to students, and if no one comes by and gets them, then they sell them off for really cheap) and other places that have a lot of keys.
It's safe if you know what you're doing. You have to look for legit sellers, like people who have sold at least 20 keys. I've only bought mine from people who's sold more than 100.

I have no idea what that /r/softwareswap is, the only place you should be buying windows activation keys is microsoft's website, or from an install disk bought from a retailer. Otherwise, probably not legal.
