Depends on what you're using it for. Are you building in creative move, or are you gathering in adventure, etc.

Dirt is easy to get early on (usually), but: has low blast resistance and is (technically) non-renewable.
Cobble is a bit slower to acquire in the very early game, but: has good blast resistance, is generated as a byproduct of mining likely to be done anyway, can be crafted into slabs & stairs & walls, is renewable/farmable.
The ability to create cobble (requires either a bucket for moving lava and water and some blocks (preferably dirt) OR good luck in finding a natural generator) can be useful in mid-ocean or sky-island builds as the blocks can be created on-site. [This advantage declines once shulkers become available in end-game].

Agreed, although (outside of creative prototyping) I generally use the stone variants (-ites as well as stone bricks & mossy-, cracked-, chiseled variant blocks) as well as [non-redstone] ores [once silk touch becomes standard] as wool is both flamable and has poor blast resistance…
(Also, recommend slime blocks for scaffolding.)

Honestly, imho, depends.
For house building, and as a starter house, if you're working on a cave-house, Cobblestone, since it'll be in abundance for you as you're digging it out.
For a house temporarily in somewhere not as mountainous, I've made several dirt houses that survived well. Frankly, dirt isn't so bad. It doesn't look good, but so long as you aren't hugging every creeper, it'll work. Saves resources if you're lacking wood.
For scaffolding, dirt/andesite/diorite/granite, save cobble (if possible) in case of tool breakage
For redstoning, Wool. Different colored wool for different circuits, since it helps with confusion, but otherwise it depends on what you've got in abundance.
For memes, dirt.
For plants, dirt.
For food, dirt.
