Wither Skeletons.. :/
The Diamond Shiners
Wither skeletons barely ever spawn. And the chance of them dropping it is 2.5%. Who would sit on their Console or PC for HOURS like I am, trying to find them? I have been playing for 3 hours now. Only got about.... 0. I've tried putting it on hard, that didn't work. I got a Looting II sword. DIDN'T WORK.
Please.
Any ideas on how to make them spawn (and or) drop the heads easier?

I found out why they weren't spawning. The light level needs to be 7 or lower. I lit up the area, Stupid me!

I tried that. I found more, but how do I make them have a better chance of them dropping heads?

You can't? Isn't there placing ice and then melting the ice? Or has that been lost in updates?(I haven't been following)
use lava instead of water

Have you found a nether fortress yet? I think that's the only place where they can spawn.

There are ways to set up spawn pads in the nether and go 'AFK'. This may require a lot of iron for hoppers and so on, but I'm sure using water as a transportation system to a single hopper will work. I have seen this used on big YouTuber servers such as the one SethBling plays on. So just creating spawn pads in the nether where the mobs will drop to their death - or if you're feeling fancy, make it just below death to get 1 hit kills and just farm exp, actually if you're looking for withers, I think the drop only comes when killed by hand, so there's that - and well. Google is your best bet on this one, I'm just giving small fry advice
