No, it is the most ridiculous currently happening in the Minecraft world.
I don't think people understand why players were given the option to host their own servers in the first place. Too many people host servers with ridiculously overdone and overused concepts and gametypes for the sake of profiting. Again, not the point. If you're hosting a server in order to earn money off young players who don't know any better instead of the pleasure of it, well, really, good riddance.

Mojang is unlikely to enforce the EULA on any small server, or any server that is not in the public spotlight. However, breaking the EULA makes any server sensitive to shutdown if necessary. If you report a server to their host and can prove they are breaking the EULA, it is likely that the server will be shut down if they do not change their system quickly.
Larger servers like Mineplex and Hypixel are always in the spotlight, and if one of them was foolish enough to continue using Pay2Win systems (obvious ones), then Mojang would have no choice but to take action.
Also, to the person that said "its how servers make their money" no, not really. bigger servers have proven that its perfectly possible to make things work without straight up pay2win. Being a donator will still help with getting on the leaderboard due to point multipliers, but gameplay is no longer affected by donators.

They've been using it for more than a year since the new EULA, Mojang isn't going to take action. If they did take action, a lot would change in the server/dev community.

Pay to win is an unethical business practice in my opinion. This is why I hated Hypixel for the longest time, because you could just bypass all unlocks through a paywall and it's extremely unfair to people who don't have their mother's credit card to throw around. Typically the payments to pass the paywall are extremely high and most families with children who play Minecraft can't afford it.
It may be indirect, but servers who do/did this take advantage of young people with access to credit and debit card information.
