Could I use mods on a Java Edition realm?

I need to know because I want to create a modded server to play on with my friends. And If I can use mods, is it the best option?

If you want a modded server you can make a free one here: https://aternos.org/ but it might be laggy, wouldn't recommend for more than 2 - 3 people online at the same time unless you use quite small mods.
There are other much better server hosts, but those all cost money, if you have a good computer you might be able to set up the server on your own computer, however you would need to either change things on your router or use something like https://ngrok.com/ as an alternative to normal port forwarding.
Realms will not work with mods unfortunately.

No you cant. The only thing close to mods you can use in realms is datapacks
