Mods and plugins are different. Mods are for single-player and plugins are for servers. You don't need a server to play with mods, but some servers run the plugin version of certain mods and require you to mod your client with that mod to join.
They're whatever version the mod author says they are on their official mod pages. Look them all up.
Most mods use Forge to habdle/load mods it seems, but that's also dependant on the mod author. Check their official mod pages.
Watch tutorials on the features of the mods. There's tons.
Forge comes with an installer. All you need to do is run it, launch Minecraft and enter a world so Forge can generate the necessary folders, close Minecraft, and drop your mods into your new "mods" folder, located in your .minecraft. If you don't know how where your .minecraft is, Google how to find it for the operating system you're using.
