.jar files not working in Forge

So, I am trying to download the Better Portals mod, and it comes in a .jar file. I put the jar file in my mods folder (I use forge) and nothing happened. I tried multiple tactics and nothing worked. I really hope to use this mod in a big project, but it's just not working. I have Winrar if that is needed.

The only 'Better Portals' mod I've found is this one here for Minecraft 1.12.2 :

If this is the correct one, as long as you've also downloaded the other mod dependancy it requires and put that in the mods folder as well, then it will work fine. The dependancy mod can be found here :

I just set it up myself to try it, and by just putting these 2 mods in the mods folder (after installing Forge of course), it worked fine.
