I mean like glowing minerals.
From the already available resourcepacks, true emission that affects environment lighting does not seem to be natively possible. However, glowing minerals with full brightness should be possible, and perhaps a bloom effect as well. I know next to nothing of mods, so I'm afraid that's as much help as I can provide.
I think it's possible to have emission shading using vanilla resourcepacks.
