No. If you didn't have to use an ID then how would they know that it was you trying to (re)configure or administrate it instead of someone else?

Because that's stupid. A server is supposed to run by multiple people. Not just one.

Using a server is not the same as administrating it. You need to register with a hosting provider due to the administration process, but that doesn't mean that all other users of that server have to register as well.
