Best RPG/Quest Plugins?

So for my server, i have multiple worlds, and one of the ones i want to add is an Role Play World.
I need a good quest plugin, one that:
-*Can be turned "off" in worlds other than the RP world
-Can work with citizens
-dose NOT require spout
-Customizeable quests/rewards
-*must return to the citizen to complete the quest
-*easy commands
(* means its optional)
if any1 knows of a plugin that works like that, can u post the name, or a link to it?

u can set citizens up to give quests
just create an npc and toggle him to quester but u will need a yml
of quests that people can do
