So I'm Thinking Of Running My Server 24/7 But My Dad Will Not Allow Because He Says It Uses Allot Of GB So I Thought Of Hosting It But I Can't Seem to Find Anyone To Because When I Put It Up On Sunday No One Came On Then When It Went Off Well Everyone Look At It Again -_- So That's Why Need A Host But Before I Want To Do That Need Someone To Do The Permissions I Did A While Ago But I Could Not Turn On The Server Apply With This Application And Btw I'm Not Smart I'm Insane

Well Depends on your needs. If you want a lot of plugins and a lot of people joining, you'll need to get a higher priced one. Starting a server, I'd get a plan somewhere around 1024-2048 MB.

Sorry to burst your bubble but nobody will host a server for you (especially 24/7)
The best thing to do is get a hosting company (McProhosting, etc.) and have them make and host the server for 24.7 until your next payment.
