Im having some problems!!

Ok the pronblem is whenever I try to make starter kit I'm putting efficiency 25 fortune 10 and unbreaking on the pickaxe but after I fnish in the config and save it and restart I load the kit in and only get efficiency 5 fortune 3 unbreaking 4 I also have timtheenchanter so if any one can help me that will be great thanks!
