Yes. Bukkit is a server wrapper, meaning that it takes the place of using the minecraft_server.jar file. It allows you to add all sorts of nifty things, with the only downside being that a lot of stuff breaks for the first few hours after the monthly game update for people that update their client right away. Other than that though, the benefits far outweigh the problems, which really amount to running the game as if it was a vanilla server anyway, which is the same as if you didn't have bukkit, not worse.

So bukkit is required for this?

Those are both plugins for a server. At the most you will need to stop the server and restart it. Bukkit loves you with all of its lava filled goodness.
