Basic answer. yes you can post a project without putting up a download. simple as just taking your screen shots and adding other info.

OK, so basically you have to: copy your world save from minecraft/saves to somewhere else, find a PERMANENT file storage site, like media-fire, upload your project, enter the download link into the download link section when posting a project. or you can just upload some pics and a description of your project without the download, don't worry they wont take it down or ban you
