Can servers make players use a certain texture pack?

Ok, so I've seen the Server Textures option in the settings, but what does it do? Does it make people see a certain texture pack on a server without even downloading it?

People would just get a MOD to override this. If it was indeed possible.

That'd be impossible considering they wouldn't have the texture files to load the textures without downloading it first.

It basically asks the client when they connect if they want to use the server's texture pack. The link should be a URL to the pack.
It can't force the player to use it, no.

I wish that when the option was enabled then the player would be able to view the texture pack without downloading it. If they don't like it, then disable the option.
