Ok so a month ago I bought a gift code for my friend and he activated his account fine but then today he tried logging in and it said he didn't have a premium account.
What should I do?
(He hasn't installed any mods or opened any unfamiliar .exe files)

that's kinda what I thought. so basically, you haven't lost anything because it was never charged. Now you can try again!

I have figured out why it says it isn't premium since the credit card saw that it was a charge from london it automatically shut down the credit card so the payment was never actually made

Well I sadly don't have the info for the receipt but I have everything else and the credit card situation got resolved a while ago but thanks anyways

ah HA. there ya go. you'll need to contact Mojang support in another way. stupid idiots stealing your credit card. I'm sorry, that happened to me and it's a REAL pain in the butt.

Maybe send an email to Mojang.. They honestly in my opinion aren't the #1 supporters.. I've filled in all of my information and still havent responded after 5 months.. Good luck bro

Its asking me for my credit card info but the account has been canceled due to it being stolen so what do I do

then the possibility is that Mojang only actually authorized the purchase AFTER your mastercard was cancelled (if that makes sense.) See, online they do a pre-auth (to see if the funds are available, and put a hold on those funds) and then send in the actual payment slip later... which means there might have been a chargeback, which means Mojang would cancel the premium account.
My best suggestion then would be go to the support page I linked ya and try to talk to someone (especially if you were ACTUALLY charged on your credit card.)

I myself have never used a gift code so I don't really know, have you checked their forums or FAQ? Someone else may have had a similar issue, you say he's using the pre-release? Maybe that 's causing it, it is pretty buggy

I don't think Emorak was talking to you Panda. Did you pay full price for the code? If so, it sure as heck didn't "expire."
(are you sure he was logged into the minecraft.net server when he got the message that he wasn't premium? If he played "offline" he'll get the same message.)

I payed full price for the code(I even checked the bank website after I purchased) and me and him tried to log in on his account but it still said not premium

He is using 1.9 Pre-Release but I dont think that would matter because on Minecraft.net it says he isn't premium
