Don't you have to be a certain level though to get the SigCard? Like level 5 or something.

Upload the image you want to a file sharing site, for example imgur.com
Get the URL. Go to My account then on the bottom left on the page click on "Change my forum signature"
Press the IMG button and paste the image link in there.
