Irrelevant Contest Submissions

I have noticed that a LOT of the submissions to the SteamPunk skin contest don't want to try to make a skin that was new and took effort. They just post some skin that has nothing to do with the theme and make it more difficult for judges to do their part. So far, its even worse than the Halloween Contest.
So a note to all of those who do this,
PLEASE STOP, IT'S STUPID.
Please, someone figure out a way to keep these skins from being submitted.

Yea people dont tell if its a contest skin and just make a good skin so on the home page it looks just like a normal skin and it gets a good report from the members and they qualify so you are right it is stupid!!!!!!!!!!!!!!
