Minecraft basic mods dont work

i dont have multi mc and i run on singleplayer mostly,no mods file or mods installed ,it didnt say and no new folders in MC jar or MC folder

Do you have MultiMC installed? Or are you running off of the regular client? Also, if all you did was install Forge, the only change should be the addition of "mods" folder in .minecraft, and at the main menu in game you should see a "mods installed" or something similar text box.

it runes normally and it has no new effects

What do you mean " Doesn't read"? Does Minecraft run as normal without the mod implemented? Or does Minecraft crash while opening?

doesnt work, installed it but it doesnt even read it,i tried with re instaling it,minecraft and everything but still doesnt work,i have new comp old 3 months great performances all reccomended things in minecraft are ok except rams which are minimal

1.Download the proper copy of Minecraft Forge off of minecraftforums(the link will redirect you to the proper site, grab the correct version there).
2.Get Winrar.You should be able to get a trial copy here: http://www.rarlab.com/
3.Go to your Minecraft files (run %appdata%, go to .minecraft. You shouldve done this before at some point).
4.Open the bin folder. Right click on Minecraft(It will be a .jar file), and select "Open with Winrar".
5.Delete Meta-INF inside of minecraft.jar. Copy and paste all of the files from Minecraft Forge into minecraft.jar. Close it, you're done.

If you screw up, it's probably in step 5. You could be putting in the wrong files.
