I recently made a server for Minecraft 1.0.0 and I wanted to know if theres a permissions plugin. My friend said that even though this one is out of date it should work

But when I ran the server a folder should've been created called 'Permissions' but it never created. When I check the log it says

'using config based Permissions. Enable superperms in config.'

Then it says

'WEPIF: Permissions plugin detected! Using permissions plugin for permissions.'

Could someone help me sort it out or help me to activate Essentials based permissions?
